An der Grenze der Nationen. Europa-Konzepte und regionale Selbstverortung im Elsass

  • Am Beispiel des Elsass verfolgt der Aufsatz das Spannungsverhältnis von Europa-Konzepten und regionaler Selbstverortung im 20. Jahrhundert. Der zeitliche Schwerpunkt liegt auf den 1920er- und 1930er-Jahren als der entscheidenden strukturbildenden Periode regionaler Europa-Konzepte. Die damaligen Frontstellungen und Wahlverwandtschaften der Bezüge auf „Europa“, „Volkstum“ und die „deutsch-französische Verständigung“ blieben bis in die 1970er-Jahre prägend. Für die Zwischenkriegszeit ist die Unterscheidung zwischen „liberalen“ und „antiliberalen“ Konzepten zu problematisieren, da die regionalen Europa-Konzepte in den Zusammenhängen von Minderheitendiskussion und elsässischer Autonomiebewegung grundsätzlich ambivalent waren. Erst nach den Locarno-Verträgen (1925/26) zeichneten sich die antiliberalen Orientierungen eines „integralföderalistischen“ Europa-Konzepts deutlich ab. Der Aufsatz betont die Notwendigkeit, liberale und antiliberale Europa-Semantiken in gemeinsamen, längerfristigen Entwicklungsgeschichten zu untersuchen, um so auch die NS-Zeit stärker zu kontextualisieren.
  • This article explores the tensions between conceptions of Europe and regional self-positioning in the twentieth century with reference to the example of Alsatia in the 1920s and 1930s, a decisive period in which regional conceptions of Europe emerged. The elective affinities and differences of opinion regarding references to ‘Europe’, ‘folklore’ and ‘Franco-German rapprochement’ continued well into the 1970s. In the interwar years, the distinction between ‘liberal’ and ‘antiliberal’ conceptions requires closer analysis because regional conceptions of Europe were fundamentally ambivalent in the context of debates about minorities and the Alsatian movement for autonomy. The antiliberal tendencies of an ‘integral federal’ notion of Europe became apparent only after the Locarno Treaties of 1925–26. This article shows that it is necessary to study the liberal and antiliberal semantics of Europe in combination and over the long term, and thus place National Socialism in its broader historical context.
