Writing in the 1960s, the novelist and essayist Wallace Stegner insisted that the postwar history of Berlin cried out for epic literary treatment: "The great book on Berlin is going to be a sort of Iliad, a story that dramatizes a power struggle in terms of the men who waged it." Indeed, the experience of Germany's once and future capital after 1945 is full of high drama and powerful personalities, from Stalin and Truman to Ernest Bevin, Lucius Clay, Ernst Reuter, Willy Brandt, Walter Ulbricht, John F, Kennedy, and the "daring young men” who flew the Airlift in 1948—49. Berlin seemed to be the epicenter of the Cold War, the site of superpower confrontation, of “wars of nerves,” of America’s “finest hour," the place where two competing political, economic, and cultural systems collided and competed spectacularly. After August 1961 it was the site of the Wall, that grisly and constant reminder of the abnormal division of the world and of a great city.

Das Konzept der ,alternden Gesellschaft’ spielt im gegenwärtigen politischen Diskurs eine zentrale Rolle. Der Aufsatz versucht, dieses Konzept zu reflektieren, zu historisieren und damit auch zu entdramatisieren. Dazu dient zum einen ein Blick auf die Entwicklung der Altersstrukturen europäischer Gesellschaften in den letzten 600 Jahren, zum anderen eine kritische Bewertung der Befürchtungen und Hoffnungen, die in den verschiedenen Epochen am kontinuierlichen Wandel dieser Strukturen anknüpften.

This article explores the variability and the limits of the political in regard to cyclists‘ unions in Germany and the Netherlands between 1900 and 1940. In both countries, cyclists formed national consumer organizations, mixing consumer demands with social and even political im-plications. The Dutch Cyclists‘ Union managed to establish herself as an eminent political actor and „system builder“ with lasting impact on traffic legislation and road construction. While liber-als were loosing the political majority in Dutch parliament, the Cyclists‘ Union became a strong-hold of Dutch liberalism outside the narrow confines of the old institutionalized political arena. In contrast, German cyclists‘ dreams of opening up social elites and fostering social and political change through the bicycle were shattered. The bicycle, which had started off as a luxury good in the 1890s and had become a common means of transport by the 1920s, was more suitable for political communications „from top to bottom“. Old liberal elites in the Netherlands were quite successful in making use of this consumer object in order to reformulate their existing claims to power and create new realms of the political. A transformation of social and political conditions, „from the bottom up“, as it was hoped for by part of the German cyclists‘ movement, however, turned out to be utopian.
Tod, Vernichtung, alltägliches Elend und die Angst davor waren für die Einwohner der Bundesrepublik in ihrem ersten Vierteljahrhundert keineswegs neue Erscheinungen. Die Erinnerung an den Krieg, an Deutsche als Kriegsopfer und (in geringerem Maß) an Deutsche als Urheber von Mord und Verbrechen, bestimmte einen Großteil des öffentlichen und privaten Gedenkens. Der Tod als Alltagserscheinung war aber nicht nur eine rückwärtsgewandte Erfahrung. Neben dem gleichsam selbstverständlichen Tod durch Alter oder Krankheit wurde der Lebensverlust durch Verkehrsunfälle zu einem der prominentesten Themen der jungen Bundesrepublik. Zehntausende von Autofahrern und anderen Verkehrsteilnehmern starben jedes Jahr auf bundesdeutschen Straßen. Ob ihr Tod vermeidbar war oder nicht und welche Rollen Autofahrer, Automobilhersteller, Straßenbauer und Landschaftsarchitekten spielten oder spielen sollten, wurde zu einem an Stammtischen, in Gemeinderäten, Parlamenten, Ministerien, Seminarräumen und Gerichtssälen leidenschaftlich diskutierten Streitpunkt.
Zwischen Historisierung und Globalisierung: Titel, Themen und Trends der neueren Empire-Forschung

The following article examines recent publications on empires and imperial history in world history, covering general overviews, comparative studies and monographs on individual cases. As a preliminary result of a general expansion of empire-studies – diachronically, with regard to different historical spaces and thematically – the authors identify a danger of inflating the concept and thereby weakening its analytical strength. Furthermore, a growing gulf between macro-perspectives and panoramas on the one hand and mikro-analyses on the other makes it difficult to achieve a suitable framework for precise research on empires. The article therefore argues in favour of a meso level, as the comparative view on the complex relation between empires and nation-states in the nineteenth and twentieth century can illustrate.
Kyberkratie bezeichnet das Regieren vermittels kybernetischer Methoden, eine kybernetisch aufgeklärte Organisation der Gesellschaft. Der Begriff fasst die Bestrebungen sowjetischer Kybernetiker zusammen, die Anwendung kybernetischer Steuerungsmethoden von der Regelungstechnik nicht nur auf die Erforschung lebender Organismen, sondern auch auf die Wissenschaft von der Gesellschaft auszuweiten. Sie betrachteten die Gesellschaft als ein kybernetisches, durch Rückkopplungen gesteuertes System, dessen Funktionieren sie durch den Einsatz rationaler, expliziter und »objektiver« Methoden optimieren zu können meinten. Kurzum, ihr Anliegen war es, einen Sozialismus mit kybernetischem Antlitz zu schaffen. Kyberbürokratie bezeichnet einen bürokratischen Apparat, der über kybernetische Methoden und Technologien, einschließlich Computer, verfügt.
