This article explores the variability and the limits of the political in regard to cyclists‘ unions in Germany and the Netherlands between 1900 and 1940. In both countries, cyclists formed national consumer organizations, mixing consumer demands with social and even political im-plications. The Dutch Cyclists‘ Union managed to establish herself as an eminent political actor and „system builder“ with lasting impact on traffic legislation and road construction. While liber-als were loosing the political majority in Dutch parliament, the Cyclists‘ Union became a strong-hold of Dutch liberalism outside the narrow confines of the old institutionalized political arena. In contrast, German cyclists‘ dreams of opening up social elites and fostering social and political change through the bicycle were shattered. The bicycle, which had started off as a luxury good in the 1890s and had become a common means of transport by the 1920s, was more suitable for political communications „from top to bottom“. Old liberal elites in the Netherlands were quite successful in making use of this consumer object in order to reformulate their existing claims to power and create new realms of the political. A transformation of social and political conditions, „from the bottom up“, as it was hoped for by part of the German cyclists‘ movement, however, turned out to be utopian.
The introduction to this issue on historical surveillance studies argues for an integrated understanding of surveillance that focuses on the interconnectedness of the state, economy and sciences within the context of different forms of technological revolution. It suggests reading contemporary diagnoses of ‘total surveillance’ from a long-term historical perspective beginning in the seventeenth century. In this light, surveillance is not limited to intelligence history or state control. Rather, it produces patterns of order and data that can be deployed for political processes like urban planning, welfare policy, crime prevention, or the persecution of political opponents. Furthermore, surveillance is also part of the economy, encompassing market and consumption research, advertising, and workplace monitoring. Research into the political and the economic aspects of surveillance should be combined. After defining the term ‘surveillance’ and differentiating between security and surveillance studies, the article provides an overview of different empirical studies in this new historiographical field. It concludes with shortsummaries of the articles collected in this issue.
Die Deutschen tun sich schwer mit dem Kolonialismus. Lange Zeit an Universitäten wie im öffentlichen Bewusstsein ignoriert und vergessen, wird er seit einigen Jahren zwar erinnert, jedoch meist exotisiert und banalisiert. Hegels bekanntes Diktum, dass Afrika keine Geschichte habe, wird offenbar immer noch von vielen geglaubt, zumindest in der Form, dass, wenn es eine Geschichte hat, diese auf jeden Fall keinerlei Bedeutung für die eigene, sei es die europäische, sei es die deutsche, besitze.
Die Geschichtswissenschaft stellt sich auf der einen Seite als eine von vielen Disziplinen in einer Universitas litterarum dar, auf der anderen erhebt sie den Anspruch, „alles“ als ihren Gegenstand zu betrachten. War es bis 1945 üblich, in „Geschichte“ immer nur bestimmte Facetten des vergangenen Lebens von Völkern, Staaten, Gesellschaften zu sehen – die Schwerpunkte konnten wechseln, das unterlag einer Art „Mode“ – und diese dann wie in einem „Kanon“ aufzulisten, so ist dieser „Kanon“ seitdem immer fragwürdiger geworden. Zwar gibt es noch die konventionellen Einteilungen, etwa in politische, militärische, wirtschaftliche, kulturelle Geschichte, und die Strukturen traditionsreicher Universitäten werden oft durch althergebrachte Lehrstühle für verschiedene Teilgebiete der Geschichte bestimmt, aber das ist heute nicht mehr die Regel.
Das Erdklima hat auch früher Phasen der Erwärmung und Abkühlung erlebt, ich gehe jedoch davon aus, dass die gegenwärtige globale Erwärmung im Wesentlichen anthropogen, also von Menschen gemacht ist. Die Idee einer anthropogenen globalen Erwärmung ist nicht neu, es gibt sie schon mindestens seit der Zeit der Aufklärung. Heute wird diese Hypothese jedoch auf breiter Front von der Klimaforschung gestützt.
